Cities in the United States have either "strong" or "weak" mayors. The term is not a judgment of effectiveness, rather it distinguishes the administrative authority assigned to that city's mayor.

In the council-manager system of municipal government, the mayor is a first among equals on the city council. Most weak mayors are mayors in a council-manager form and are elected from within the city council. The mayor may chair the city council, but lacks any special legislative powers. The mayor and city council serve part-time, with day-to-day administration in the hands of a professional city manager.

In a weak mayor or ceremonial mayor system, the mayor has appointing power for department heads but is subject to checks by the city council. This is common for smaller cities, especially in New England. Charlotte, North Carolina and Minneapolis, Minnesota are two notable large cities with a ceremonial mayor. Larger cities are most likely to impose term limits.

Where term limits are imposed, 54 percent impose a two-term limit, and 28 percent impose a three-term limit. Council members are limited to serving two terms of four years each. Council members are elected for a 4-year term and may serve up to three consecutive terms. Council members are elected for a 4-year term and may serve up to two consecutive terms. If the Mayor ceases to be a resident of the City, he or she shall thereupon cease to be Mayor.

The term of office of Mayor shall be four 4 years and until a successor has been elected and qualified. Effective January 1, , no Mayor shall serve more than three 3 consecutive four 4 year terms.

After serving the maximum number of terms, no Mayor may serve in the same office unless the Mayor has been out of office for no less than two 2 years. The Mayor shall be ex-officio a member of the Council. The Mayor shall preside at all meetings of the Council, and may participate with and have a vote in all proceedings of and business transacted by the Council; but the Mayor shall have no power of veto. The Mayor shall certify all ordinances and resolutions passed by the Council.
